The work that stays with humans is not random. It clusters into three categories that have not budged with model improvements and probably will not budge with the next two model generations either.
- Adversarial or emotionally loaded issues. An angry customer threatening to escalate publicly, a fraud claim with reputational risk, a complaint about a service failure that already cost the customer a deal — these need a human partly for empathy and partly for liability. An AI saying "I understand your frustration" reads as exactly the gaslighting that most customers already suspect it of being.
- Genuinely novel issues. Anything where the right answer is not in the documentation, the precedent does not exist, or the resolution requires inventing a policy on the fly. AI agents are excellent at applying known rules; they are dangerous at inventing new ones. Humans remain the right place for the long tail of "we have never seen this before".
- High-stakes commercial decisions. Account credits over a threshold, contract renegotiations, retention saves on enterprise customers, anything with a P&L impact above the AI's authorisation limit. Putting an AI in charge of these is an unforced error — even if the model can technically handle them, the cost of one wrong call overwhelms the savings on the other thousand.

Most firms underbudget this role by an order of magnitude on first rollout. - Customer success and proactive outreach. The freed-up budget often funds a real CS function — proactive check-ins, retention plays, onboarding follow-ups — that was previously impossible because every dollar went to firefighting. This is where the AI learns your tone, your edge cases, and your escalation criteria. It is also where you build the eval set that lets you trust the next stage.
- Months 7–12: Selective customer-facing rollout. Turn on AI-first response for low-risk ticket categories — order status, password resets, account questions. Watch the resolution rate, customer satisfaction, and escalation patterns. Expand category by category. Headcount stays flat through this phase. The team that thinks they are about to be replaced becomes the team teaching the AI to do their old job, and that emotional dynamic has to be managed honestly.
- Months 13–18: Restructuring. Now — and only now — restructure the team around the new ticket distribution. Promote your best L1 agents to senior resolution roles, hand-pick one to three for AI operations, and offer transition packages to the rest with as much dignity as the budget allows. The teams that handle this transition well end up with their best people in better roles, the AI carrying the boring work, and customer satisfaction higher than before.

The headline answer is yes: by 2028 the modal customer-service organisation will be roughly half the size it is today, will resolve around 70% of tickets without human involvement, and will be structurally unrecognisable to a 2024 support manager. The honest answer is more nuanced. The work that AI replaces is the work nobody got into customer service to do in the first place. The work that remains is the work that actually matters — judgment calls, retention saves, complaint resolution that shapes the brand. The teams that survive the transition are smaller, more senior, paid better, and doing more interesting work than they were before.
The teams that do not survive the transition are the ones that treated AI as a cost-cutting initiative rather than an operating-model redesign.
